THE ECONOMIC ACCORD
Decreed upon the Subjugation of Terra Dominata
PREAMBLE Let it be known by the Living that the Resurrected Empire holds the keys to the Firmament and the foundations of the World. By the rights of conquest and the logic of survival, the Living have forfeited their claim to sovereignty through repeated acts of treachery against the Dead. While the erasure of the Living would be a righteous conclusion to this conflict, Most Dread Royal Sovereign Lord Robert Godwin High King Of The Resurrected Empire chooses the path of Preservation over the path of Ruin.
ARTICLE I: THE CESSATION OF HOSTILITY The Resurrected Empire pledges a permanent end to offensive military action against the Living. In return, the Living shall strike no blow, whisper no sedition, and raise no weapon against the Dead. To attack the Dead is to forfeit the Accord.
ARTICLE II: THE GOVERNANCE OF COMMERCE The world shall operate as a singular machine of industry. Trade routes between the Continent and Prince Royal Island are hereby opened, governed by the Royal Throne. No tariff shall be placed upon the Living that is not also borne by the Dead.
ARTICLE III: THE UNIVERSAL TITHING To maintain the systems of the world and the peace we enjoy a singular tax rate is established. No man, living or dead, shall be exempt from the cost of keeping the world afloat.
ARTICLE IV: THE SEPARATION OF DOMAINS
> SECTION 1: THE ROYAL SANCTUARY Prince Royal Island is hereby designated the Sovereign Seat of the Resurrected Government. It is a Holy Sanctuary. No Living citizen shall tread upon its soil, nor shall any Living vessel enter its territorial waters without express clearance from the Royal Tower. To breach the Island’s perimeter is to forfeit the protection of the Accord.
> SECTION 2: THE SHARED CONTINENT Recognizing the vastness of the Resurrected population, the Dead maintain their right to residence, property, and industry upon the continent of Terra Dominata.
• Integration: The Dead and the Living shall share Terra Dominata.
• Property Rights: Homes and lands legally held by the Resurrected prior to or during the Conquest shall remain in their possession in perpetuity.
• Jurisdiction: While the Dead may live among the Living, they remain subject only to the Laws of the Royal Throne and the oversight of Ministry 38.
> SECTION 3: THE NEIGHBOR'S PEACE In every city of the Continent, the Living and the Dead shall dwell in adjacent peace. The Living shall offer no grievance to a Resurrected neighbor, and the Resurrected shall offer no violence to the Living.
ARTICLE V: THE FINALITY OF PEACE This Accord is not a suggestion; it is the boundary of existence. We offer you life in exchange for order. We offer you commerce in exchange for command.
